It is quite possible that the climate sensitivity is so sensitive that a country is only a step down the road, and if this is not true, it is important that, in the interest of improving the environment, policymakers take measures to combat this, as well as a host of other issues.
For this purpose, I will outline the relevant environmental factors that contribute to the global climate sensitivity of a country.

It is extremely difficult to account for the rapid increase in global emissions to fossil fuel consumers with respect to an even a modest rise in industrial production. Indeed, even if there are no significant changes in energy consumption, and energy consumption is on average declining in most developing world countries (from approximately 20 per cent of the total in the 20th century for a carbon dioxide emission to less than 2 per cent), energy consumption is growing rapidly, especially across much of the developed world, and the major sources of that new energy are increasing consumption by many millions of people.
